I have 22 years experience in the U.S. Air Force and Air Force Reserve working in construction management and site development.  Monitoring construction contracts and performed construction and site surveys using Geodometer, Trimble GPS, total station, theodolite and one minute transit.

operation and function of hydraulic mobile cranes.

Translated customer contract specifications into designs for custom ambulances.

 

Designed cabinets, compartments, specialized running gear and electrical
layouts in accordance with Federal Specification for the Star of Life Ambulance KKK-A-1822.

 

Tested new ambulance designs for conformance to KKK-A-1822, National Fire Protection Association (NFPA) 1917 and National Highway Traffic Safety Administration guidelines.

 

Provided bills of material and supplier specifications for manufacturing and provided technical assistance during the manufacturing process.

 

Provide customer assistance with structural problems with existing ambulances. Designed and supervised repairs.

Designed new cranes and maintained engineering changes and updates of existing

Project manager for the RT1100 and RT1000 new crane designs.

Performed fit, form, function and structural analysis testing in accordance with the Society for Automotive Engineering (SAE) standard J1063.

Created detailed bills of material, identified and managed suppliers and fabrication sub-contractors during initial build and testing.

Performed vendor site visits to qualify new and existing vendors.

Worked on the design and bid package for the U.S. Army Tank and Automotive Command’s (TACOM) rough terrain container handler.  Presented the engineering portion of the bid before the assembled TACOM evaluation board.

Using site survey data, Means Building Construction Cost Data and National Electric Code standards, created site and construction layouts as well as detailed drawings for preparing request for proposals (RFP) and construction contracts.

Created electrical distribution line sag profiles to determine minimum and maximum clearance for new lines.

Performed construction management inspections In accordance with AFI 32-1023.

 

Created contractor compliance documents in accordance with AFI 32-1023 and Federal Acquisition Regulation (FAR), Volume II.

 

Reviewed and approved contractor material submittals.

 

Performed pre-performance conferences in accordance with AFI 32-1023 and Construction Technical Letter (CTL) 88-7.

 

Prepared contract progress reports, Air Force Form 3064, 3065, FAR and CTL 89-2.

 

Prepared Work Clearance Request, Air Force Form 103 in accordance with AFI 32-1031.

 

Performed surveillance of military construction program (MILCON) projects as a liason to the Resident Officer in Charge of Construction (ROICC).

 

Performed quality assurance evaluator duties for the base boiler inspection contract in accordance with Air Force Manual (AFMAN) 64-108.

 

In charge of 1.5 million dollar contract to add an additional 5 exam rooms, upgrade electrical service, install central suction system, remodel the prostetics lab and install a shielded x-ray room door in the base dental clinic.

 

Created drawings for and monitored 65 thousand dollar contract for the emergency replacement of seriously degraded hot water pipes for the base hospital. Coordinated response with Bioenvironmental Engineering to asbestos contamination found during the performance of the contract.

 

In charge of 2 million dollar contract to replace the hospital mechanical systems (electrical, oxygen, HVAC and water). Monitored test of newly installed systems including centralized oxygen and water line leak test, oxygen purity test and operating and delivery room base-line air quality tests.

 

United States Air Force, Tinker AFB, OK July 1983 to January 1985

Automated Graphics Systems Operator

Created base maps by digitizing existing maps and aerial photos using Intergraph Interactive Graphic Design System.

Added existing communication systems (Plant-In-Place) to finished base maps.

 

Combined contractor and in-house data to create complete systems drawings for the Space Shuttle Launch Complex number 6 (SLICK6) at Vandenberg AFB, California.

 

Created base drawings for Falcon AFS, Colorado in under 72 hours in accordance with a presidential priority work order allowing no more than 120 hours.

 

Responsible for maintaining the computer drawing archive, performing daily and weekly backups and systems upgrades.

 

 

United States Air Force Reserve, Joint Base Charleston, SC    August 1988 to December 2006

Non-Commissioned Officer in Charge – Engineering Section

Responsible for a 6 airman shop with the responsibility to provide engineering support (drafting, surveying, planning, SABER and construction management) to the 315^th Airlift Wing (Reserve) and the 437^th Airlift Wing.  The engineering section provided contingency support for forced bed down and deployment of the wing.  The engineering section maintained all base planning documents including base master plans, construction plans, real property inventories and contract surveillance.  In addition to office duties the engineering section also supported bases worldwide in the accomplishment of their mission.

 

Barksdale AFB, LA – Conducted topographic surveys to establish horizontal control for a future storm water management contract.

 

Westover, ARB, MA – Conducted base boundary surveys to re-establish the historic base perimeter original established circa 1939.  Created documents for the transfer to private ownership of encroaching property.

 

Shaw SFB, SC – Established horizontal and vertical control and replaced disturbed and destroyed Geodetic Survey monuments.

 

Malmstrom AFB, MT – Performed site and construction surveys, created drawings, made cost estimates and obtained permits for the construction of a new outdoor basketball court.

 

Spangdahlem AB, Germany – Performed construction surveys for new utility systems.

 

Lackland AFB, TX – Performed horizontal and vertical control surveys in order to identify drainage problems that would be addressed under SABER contracts.

 

Howard AFB, Panama – Performed pavement surveys to identify future repair contracts.

 

Shaw AFB, SC – Prepared AF Form 332 Civil Engineering Work Request in preparation for a SABER contract to add kitchenettes to the enlisted dorms.
